Gender, Protection & Social Justice

Gender equality, protection, participation and social justice are essential for inclusive and resilient communities. HWA FOUNDATION works with communities and partners to promote the meaningful participation of women and vulnerable groups, strengthen awareness of gender-based violence and protection concerns, support safer and more inclusive communities, and encourage transparent, participatory and accountable local development.

HWA’s experience in Gender, Protection & Social Justice has developed through long-term engagement with communities and civil society organizations on issues including gender-based violence, violence against women, women’s protection, prevention of harmful practices, political and civic education, democratic participation, local governance, public accountability and community awareness.

HWA has worked with a range of national and international partners to strengthen community and civil society capacities. Its experience includes collaboration with national civil society organizations, development partners and other institutions. These partnerships have provided opportunities for HWA to engage communities and local stakeholders on social, governance, gender and protection-related issues.

HWA’s work on Budget Research and Advocacy for Democratic Accountability, initiated in 2017 and continuing to date, has provided experience in strengthening awareness and engagement around public budgets, accountability and participatory governance. Through this experience, HWA has supported greater understanding of the relationship between public resources, community needs, development priorities and accountability.

HWA recognizes that transparent and participatory governance can contribute to more responsive development processes. Communities are better positioned to engage with local institutions when they understand public planning, budgeting and decision-making processes. HWA therefore seeks to promote constructive community participation, access to information and dialogue between citizens and relevant institutions.

HWA also implemented the Democratic Local Governance for Development in Pakistan project from 2017 to 2020. This experience strengthened HWA’s understanding of local governance, community participation and the importance of strengthening relationships between communities and local institutions.

HWA’s earlier work includes strengthening civil society organizations on the issue of Violence Against Women (VAW) during 2005–2006. This provided an important foundation for HWA’s subsequent engagement on gender-based violence, protection and community awareness. Strengthening the capacity of local civil society organizations remains important for ensuring that communities have access to information, referral pathways and appropriate support mechanisms.

HWA also participated in a regional initiative on ending harmful practices affecting women and girls from 2007 to 2012. This experience contributed to HWA’s work on awareness and community engagement around harmful practices and reinforced the importance of community dialogue and collective action in addressing deeply rooted social concerns.

HWA’s experience further includes the Political Education Program, implemented from 2008 to 2012. The program contributed to HWA’s experience in civic and political education, community participation and awareness of democratic processes.

HWA also implemented “Working Together to Address Gender Based Violence and Protect Women’s Rights in Regional Cluster” during 2011–2012. This strengthened HWA’s practical experience in addressing gender-based violence, promoting awareness and working through partnerships and community-based approaches to support women’s safety and participation.

HWA recognizes that gender-based violence and protection concerns can be influenced by social, economic, cultural and institutional factors. Addressing these concerns therefore requires more than awareness alone. It requires community engagement, capacity building, appropriate referral mechanisms, coordination with relevant institutions and sustained efforts to promote safer and more inclusive social environments.

HWA places particular importance on the participation, dignity and protection of women and girls, while recognizing that men, boys, community leaders, families and institutions also have important roles in creating safer and more equitable communities. HWA seeks to encourage constructive dialogue and community participation that can contribute to positive social change.

HWA also recognizes that vulnerable groups may face multiple and overlapping barriers to participation and access to services. Poverty, geographical isolation, limited awareness, social norms and limited access to institutions can increase vulnerability. HWA therefore seeks to promote approaches that are inclusive, locally relevant and responsive to the circumstances of different community groups.

Community participation is central to HWA’s approach. Communities possess valuable knowledge about local social dynamics, protection concerns, barriers to participation and potential solutions. HWA seeks to work with communities to identify priorities, strengthen awareness, encourage dialogue and support locally appropriate actions.

HWA also recognizes the importance of women’s participation in community decision-making and development processes. Meaningful participation can strengthen women’s voice in matters affecting households and communities and contribute to more inclusive local development.

HWA’s governance-related experience has also strengthened its understanding of the connection between social justice, accountability and development. Transparent decision-making, community participation and responsible use of public resources are important elements of development that responds to community needs.

HWA seeks to build stronger connections among communities, civil society organizations, government institutions, academia, development partners and other stakeholders. Such collaboration can strengthen awareness, referral pathways, institutional capacity, learning and coordinated responses to gender and protection concerns.

HWA also sees an important role for academic institutions and research organizations in generating evidence on gender, protection, social participation, local governance and social justice issues. Research and evidence can help communities and institutions better understand local challenges and identify appropriate approaches.

HWA recognizes that economic vulnerability can increase exposure to protection risks and limit opportunities for participation. Its broader livelihood, education, health and humanitarian programs therefore provide opportunities to connect gender and protection considerations with economic empowerment, education, health, social inclusion and community resilience.

HWA seeks to ensure that gender and protection considerations are increasingly integrated across its programs. This includes attention to safe participation, safeguarding, inclusion, prevention of exploitation and abuse, community feedback and appropriate referral mechanisms.

HWA also recognizes that effective protection requires communities to understand available services and support mechanisms. Strengthening community awareness and linkages with relevant government and service providers can help vulnerable individuals and families access appropriate assistance when required.

Building on more than two decades of experience, HWA aims to further develop its Gender, Protection & Social Justice work through an approach that combines community awareness, participation, capacity building, protection, accountability and inclusive development.
